Positive Behavioral Interventions and Supports (PBIS) is an evidence-based framework that helps schools create safe, supportive, and welcoming learning environments for all students, families and staff. It is grounded in decades of research and supported nationally through the Center on PBIS, which provides guidance, tools, and resources for schools and districts across the country.
PBIS is not a program or a checklist of items to complete. It is a systems approach that helps schools organize, strengthen, and align the important work they already do around social-emotional learning, mental wellness, and expected behavior. While the core features of PBIS remain consistent, implementation looks different in every school, district, and community. PBIS is designed to be flexible and responsive to each school’s unique culture, strengths, and needs.

At its core, PBIS is about teaching, supporting, and reinforcing the skills students need to be successful—academically, socially, and emotionally. It is not about handing out tickets for doing what students are already expected to do, nor is it about prizes, parties, or bouncy houses. Instead, PBIS focuses on building strong systems, positive relationships, and meaningful feedback that help students understand expectations and grow over time.

Regional Office of Education #17 is here to support schools at every stage of PBIS implementation—from getting started to strengthening existing systems.
